TO THE LAKE PLACID COMMUNITYFLYING BAR D RANCH DEVELOPMENT

The Flying Bar D Ranch development is a proposed 312-acre residential development located at FM 725 and Leissner Road. The master development plan for this land includes up to 1,000 lots, along with river frontage & access. The river frontage and access will be achieved by dredging Deadmans Creek from a proposed public park with boat ramps all the way to the main body of Lake Placid.


The proposed area to be dredged is one of the most diverse native wildlife habitats in the area and is a spawning ground for the Guadalupe River Bass, as well as a multitude of other native wildlife and flora. A development such as this, along with the dredging of Deadmans Creek will have a direct impact on run off into the lake both in terms of degraded water quality and increased risk of flooding downstream. This will in turn negatively impact wildlife that rely on the natural green belt bordering both sides of Deadmans creek.


The proposed boat ramp will allow direct access to Lake Placid for residents of the development. The number of potential boaters coming from a neighborhood of 1000 plus homes with private river access will put a severe strain on Lake Placid’s boating capacity, which is already at its limits. Of course, this will impair our ability to enjoy the lake and most importantly will increase safety concerns once the new dam (which we are all paying for) is completed and the lake re filled.


The proposed development is adjacent to the SS American Memorial Park and Mr. Craig Russell, President / Founder has been closely monitoring the progress of this proposed development and has provided the following additional information:


· City of Seguin has turned down the opportunity to be involved in this development.


· Guadalupe County has tentatively approved the development.


· The Developer has not secured water resources. Springs Hill Water does not have the required capacity, and the developer is investigating Green Valley Water, which would have to connect from across FM 725.


· Sewage service has been proposed through the establishment of a Municipal Utility District (MUD). The proposed treated waste water will be discharged into the Guadalupe River.


· There is no indication of any permitting or environment studies to date. The development has put the Texas Commission on Environmental Quality (TCEQ) (Permit # WQ0016485001) on notice of their intent to obtain water quality permit seeking authorization to discharge up to 350,000 gallons of treated waste water into the Guadalupe River.


· Development will not be in the WCID. So those homeowners will pay no WCID taxes to fund the new dam yet have access to our lake.


The SS American Memorial Foundation is investigating alternative ways to protect the watershed area through conservation easements with assistance from various conservation programs.



The Flying Bar D Ranch proposed development footprint has not to date factored in ANY reasonable environmental studies required to ensure that neighboring and downstream interests are not negatively impacted by the development. In particular, the potential for massive amounts of water coming into Deadmans Creek from storm runoff, which will cause excessive erosion and flooding on waterfront property on the creek must be properly investigated.


It should be noted that this development is currently in the planning stages. However, the Lake Placid Community needs to be aware of the potential impact on our lake and be prepared to come together as stakeholders to provide input/feedback to any or all permit requests to the TCEQ, Texas Parks & Wildlife, Environmental Protection Agency and others.
